In order to have an effective government, the people of the 1780’s needed a strong central government to regulate things such as commerce, land, and taxes. However, the Articles of Confederation still served as a stepping stone for the U.S. in that the strong federal Constitution would probably never have been adopted if this intermediate step had not been taken.
