Language is very political and governments should keep their hands off of it. The government would like to believe that to pass a law is to change behavior; but passing laws about language, in a free society almost never changes attitude or behavior. According to the 1990 census, 94 percent of American residents speak English anyway. There is hope for language tolerance.
