In this country the legal drinking age is 21. Some people feel that it should stay at 21 and other feel that it should be lowered back to 18. Underage students can always find a way to get a hold of some alcohol. What stops under age drinkers from getting alcohol now? Not to much, either you have connections or you get a fake I.D. So no matter what youth are always going to drink even though the law says not to, which is probably a large reason for doing it.
