I believe that he meant that the best thing a government can do is let the people decide how to run their own society, to a certain extent, of course, and I agree with his statement. If it were to change to become more for the people, like I think that it should be, it would take a lot more than just one person writing about what could be. It would take a whole nation to decide to make a change on what will be.
